HMA resurfacing planned for parts of S. 8th Ave. and landfill

Council approves project paid for by Road Use Tax and landfill enterprise funds

Portions of South Eighth Avenue and some areas in the expanded convenience center at the Newton Sanitary Landfill will be resurfaced with a hot-mix asphalt.

Two areas of town have been approved for HMA (hot mix asphalt) resurfacing. Newton City Council voted 6-0 to authorize the resurfacing of eastern and western portions of South Eighth Avenue, as well as some work to the expanded convenience center at the Newton Sanitary Landfill.

According to city documents, South Eighth Avenue has had several asphalt resurfacing projects over the past 65 years. The most recent resurfacing took place in 1993. City staff said the asphalt surface of South Eighth Avenue is “mostly acceptable,” with some areas requiring resurfacing.

HMA is also needed to finish the expansion of the landfill’s convenience center. The landfill has also seen extra traffic over the past 10 years, causing the entrance of the drive and other paved areas to need surfacing. The engineer estimated the construction cost to be $336,542.

Both bids received by the city came in underestimate. Manatts, Inc. submitted the winning low bid of $279,175.85. Alliance Construction Group provided a bid of $295,399.69. The project has a completion date of Nov. 15 and will be paid with Road Use Tax bond funds and landfill enterprise funds.
