Second addition of Arbor Estates project out for bid

New streets, cul-de-sacs could be constructed and ready for home builders by June 2024

Designs by Bolton & Menk show the construction of new streets and cul-de-sacs to support new homes in Arbor Estates.

The City of Newton has put the Arbor Estates Second Addition project out for bid, which includes the construction of new streets and extended utilities.

Newton City Council approved the resolution ordering bids as part of the consent agenda at the July 24 meeting. Apart from the new, 31-foot-wide Portland cement concrete streets, the project includes earthwork, sanitary and storm sewer, a water main, erosion control, seeding and other related items.

The construction of new streets includes the East 23rd Street North extension to North 11th Avenue East and the East 26th Street cul-de-sac. An add-alternate is included in the bids for a cul-de-sac at North 10th Avenue East, running east from the new East 23rd Street North. The bid opening will be held Aug. 22.

According to council documents, the public hearing to accept the bids and award the work will take place at the regularly scheduled council meeting on Sept. 5. If the contract is awarded successfully, construction is expected to begin by mid- to late September. The completion date is estimated to be May 31, 2024.

Upon the council’s approval of the final plat process, lots will be made available for home builders on or about June 30, 2024. If favorable bid prices are received, the project will be paid for using the remaining Fairmeadows North TIF bond proceeds, council documents stated.

Council members also approved the revised preliminary plat for the second addition of Arbor Estates, which added the cul-de-sac for North 10th Avenue East. The council voted unanimously in favor of the revised preliminary plat. The revised second addition features 28 lots for homes.

The subdivision also includes six outlets reserved for either wetlands, trail connections or future subdivision phases.

Designs from Bolton & Menk show the extension of East 23rd Street North veers northwestward then true north before connecting to North 11th Avenue East. The two cul-de-sacs would be located west and east of Cardinal Pond.
