COUNCIL BLUFFS — The Council Bluffs City Council is set to vote on a proposed development near the city’s riverfront that would include multilevel office buildings, condo towers and apartment buildings. Jay Noddle of Noddle Development Co. in Omaha, Nebraska, said the master plan for the long-vacant Playland Park near the Bob Kerrey Pedestrian Bridge would be similar to Ak-Sar-Ben Village in Omaha, Neb.
