• Tyler M. Weltha, 18, of Newton was charged with possession of drug paraphernalia and possession of marijuana after authorities were called to investigate a parked vehicle on a bridge at 10:19 p.m. Wednesday in the 4400 block of East 76th Street North in Kellogg. Officers discovered Weltha, and he admitted to smoking marijuana. Police also discovered a pipe and red grinder with green leaves in the vehicle. He was arrested and taken to jail.
